Fees and fundraising are the key factors in the underfunding of Oxbridge compared with the best US universities. But these constraints are linked by the UK system of centralised regulation.

UK universities are now merely a branch of the public sector.

To expect alumni or philanthropists to contribute significant funding is like expecting them to covenant their earnings to the Civil Service. It won't happen.
