From September 1, all UK and other European Union students will be able to gain admission to British universities free at the point of charge. Only when they graduate, and provided they are earning more than ?15,000 a year, will they be required to repay their tuition fees.
Assuming, of course, that an EU student can be traced once he or she has returned to his or her country of origin, how can the UK enforce payment from a student residing in, say, Budapest?
Neither the UK Government nor the Higher Education Funding Council for England is monitoring the number of EU students enrolling on UK university courses this month.
