It was illuminating to read about the two caps - one soft, one hard - suggested by the government for tuition fees ("Soft cap too hard for 'naive' sector", 17 February). Presumably they are designed to protect the famed "two brains" of David Willetts, the universities and science minister. They have joined the pantheon of ministers' binary attributes, alongside the two Jags of John Prescott, the former deputy prime minister, and the two minds of Vince Cable, the business secretary, who was uncertain whether to vote for the tuition-fee regime he himself had proposed.
