The University of Bologna has set up a "college of excellence" for the 30 most outstanding first-year students each year. The Villa Guastavillani, set in the hills overlooking Bologna, will house an elite who will be exempt from all expenses, including fees, and who will be taught Oxbridge-style tutors.
