The Association of Colleges has warned employment ministers that the New Deal welfare-to-work scheme could jeopardise colleges' ability to meet student number targets.
John Brennan, AoC director of policy, said that, under the 16-hour rule, Job Seekers' Allowance students could be "siphoned-off" to other colleges or could take one of the employment-based New Deal options.
