Endowing UK universities would reduce bureaucracy, save public money and offer institutions more freedom and resources, shadow chancellor Michael Portillo said in a speech to the London Business School this week.
He said Conservative proposals to endow universities with up to ?1 billion per institution from the sale of publicly owned communications bandwidths would free universities from the "drip feed" of government money.
