The Government's failure to fully back reforms proposed in the Tomlinson review of 14-to-19 education was attacked in two motions carried by the conference. One, from Western Region, expressed "regret" that some of Tomlinson's more "radical" plans, such as bridging the academic-vocational divide via a single qualification, were being disregarded. Another called for a campaign for the "fuller implementation" of the report.
