The Committee of Scottish Higher Education Principals has told the Quigley committee that the tuition fee anomaly may be losing Scottish higher education 1 per cent of its student population. And it has urged government to end the anomaly, warning that Scotland cannot afford this loss to become a trend. The committee is investigating the "Scottish anomaly", whereby Scottish undergraduates are exempted from the fourth year of tuition fees, while students from elsewhere in the United Kingdom must still pay.
