There is "still much to do" to improve the performance of Training and Enterprise Councils, lifelong learning minister Kim Howells said with the publication of TEC performance tables this week. There was a general improvement. For every 100 youth trainees, 57 full NVQ qualifications were awarded, he said, but there were major variations between different councils.
