Scots debate fee rise

The Scottish Executive rejected accusations of discrimination as it began consulting this week on proposals to increase fees for all non-Scottish UK students by ?500-?700. The proposals aim to prevent an influx of "fee refugees" avoiding top-up fees south of the border, who could then reduce the number of places available for Scots. The Executive expects to decide on future fee levels by June.
