A Scottish development consortium has approached the University of Michigan to help create an engineering skills institute in the redundant naval base at Rosyth on the Firth of Forth.

Gavin Masterton, the Bank of Scotland's chief operating officer, chairman of the Rosyth 2000 consortium that aims to create 3,000 jobs on the site, confirmed talks were under way with Michigan.
