'Waiting room' of unemployed

The government's New Deal for the young unemployed is "Britain's biggest waiting room", with education and training options severely limited in some regions, the Liberal Democrats claimed this week. They pointed to the number of young people still waiting to take up the "gateway" stage, which lasts up to four months.
