Baku 
Rafiq Feyzullayev, a former Azerbaijani minister of education, has been sentenced to 11 years' imprisonment for extorting 1.5 billion manats (?224,800) while he was vice-president of the academy of sciences, on the pretext that he was going to found a private university.

St Petersburg 
Vladimir Troyan, pro-rector of St Petersburg University, has predicted that cuts in spending may reduce the number of universities in the country to "fewer than 25". There are currently 25 in St Petersburg alone.
